Lou Volk
President and CEO

Lou Volk is the President and Chief Executive Officer of Delta Dental of New Mexico and is an expert in the insurance and healthcare realm.  For over forty years, Lou has been a member of the Albuquerque community.  Prior to coming to New Mexico, Lou lived in various parts of the country which afforded him the opportunity to have varying life experiences in diverse cultures and socio-economic environments.  These varying perspectives have been a positive catalyst to success throughout his career.

He is passionate about developing company values, culture, vision, strategic direction, and execution. It is his current challenge to leverage his experience to supporting research, advocacy, and community impact initiatives that improve access to oral health care throughout New Mexico, especially in underserved communities, so that every person — no matter their background — has access to quality, affordable dental care.

Quinn Lopez
General Counsel

Quinn serves as General Counsel at DDNM, bringing an unrivaled depth and breadth of experience to the senior leadership team from the legal, compliance, risk management, and government relations industries.  He is a proactive, strategic thinker with a deep understanding of legal and regulatory issues affecting DDNM members, clients, and providers.

Quinn attended the College of the Holy Cross and Boston College Law School and served as a former General Counsel to the New Mexico Office of the Superintendent of Insurance. Quinn currently serves on the Boards of Directors for beWellnm, the New Mexico Risk Management Advisory, the New Mexico Public Health Association, and the New Mexico Lung Association. He is a member of the New Mexico State Bar Association and the Arizona State Bar Association. 

Kimberly Schafer
Director of People Services

As Director of People Services, Kimberly serves as a strategic business partner to the Senior Management Team. She leads all aspects of the People Services Department to include talent acquisition, performance management, employee relations, rewards & recognition, and compliance. Promotes company culture and core values to ensure a positive, fun, work environment to build and maintain a sustainable high-performance company.

She brings more than three decades of experience in leadership roles in human resources across a variety of public and private sectors. She is a Senior Certified Professional (S-CP) in Human Resources and holds a Master of Arts degree in Human Resource Development and Management from Webster University. 

James Dickey
Vice President of Business Development

James Dickey serves as the Vice President of Business Development at DDNM, leveraging multiple perspectives based on his career. After working in the health care industry in New Mexico for 12 years in both practice and hospital settings, James moved to the employer side working for a Fortune 500 company. After leading teams that shifted US benefit strategies, he oversaw global health and wellness operations, including a major manufacturing site in New Mexico.

He is looking forward to leveraging his core strengths in strategy, innovation, and stakeholder management.  James grew up in Hobbs and then attended New Mexico State University where he earned both his Bachelors and Master of Business Administration. James most recently worked for a large brokerage and consulting firm helping clients with 3,000 – 50,000 employees in the western United States including accounts in New Mexico.

Tina Tomlin
Vice President of Operations

Tina Tomlin is a seasoned leader with extensive experience in customer experience and contact center operations. She delights in solving complex client issues, managing enablement projects, and maintaining strategic relationships. Tina has a strong track record in transforming business systems, as evidenced by her success in both public and private sectors, where she centralized customer service and led operations in exceeding strategic KPIs and SLAs.

Her expertise spans change management, strategic leadership, and project management, underpinned by her LEAN Six Sigma Black Belt and LEAN Practitioner certifications. She holds an MBA in Human Resources Management and a Bachelor's in Business Administration from the College of Santa Fe, as well as licensures in Real Estate and Life/Health Insurance. Passionate about continuous improvement, Tina is dedicated to building excellent customer experiences and developing high-performing teams.  Tina devotes her personal time to passion causes such as public arts awareness, advocacy for victims of violent crimes, and volunteering with New Mexico's junior hockey team, the New Mexico Ice Wolves.
